I've been mapping with COD4 MW tools for a while now and looking to upgrade but I heard that the COD BO toolset does not include a version where I can build custom maps. Is this true?

Well that makes my decision. Not buying COD BO for the PC then. So does that mean COD WaW is the last version that included the tools? Is there anything that has a more updated version of the toolset?

your best bet is WaW all the other versions after that dont include radiant

You can map for BO with WaW tools but it requires changing BSP header a bit.
