I've gotten the same error when compile tools shuts down incorrectly. His machine is probably locking up as it compiles reflections. And then he gets the settings error. To fix it without rebooting, simply delete the .settings file. A new one will be created when you start the compile tools. But that's not causing his problems, just a result of the lockup when he compiles reflections.
