It's a text file b/c the .map file is a text file. It shows where the buildings, textures, etc are. He just uploaded the map file. Just dl it and place it in map_source. You should know this.... Anyways, since it's a small map, why don't you do it yourself? It's not hard to be inspired. Try it.

I would say that's not even a map but just a few brushes. I really don't know what was Your idea for this map. Maybe first, try to draw a map on a paper (sth like minimap) and then start to build it radiant.
