yay i have the "Scrolling" texture but it dosent show up in radiant wtf

I dont think it will show in Radiant, try ingame, texture should scroll.

is it possible to use custom textures without a mod because i find it VERY annoying to launch a mod to test a map [crazy]

Yes you can, just place the custom iwi in the Map folder inside a IWD.Im testing at the moment ;)

If texture shows white then it means the IWI was not read. make sure the IWI is in a /images/ folder inside a IWD archive (Zip renamed).

Zeroy, you find if the player velocity function is available in CoD4 or even if you could access and change the player's velocity by some means in CoD4?

I'm working on something which would look and work a lot better with modifying the player's velocity rather than linking them to an object and moving the object.
