Want to make a utility application for CoD, but was wondering if I should go with Visual Basic .NET, Visual C++, etc...?

Any suggestions are appreciated.

Depends on its target and use really.

If you are going for multiplatform then I would say Java, as they make a runtime for every major operating system (including mobile devices - not iPhone though AFAIK)

If speed / performance is important then C++ would be something to look at, but if this isn't a major factor then using .NET or Java runtime would be my choice due to the ease of writting applications.

The few CoD-related applications that I have produced were written in C# as that is the language I am most familiar with. I also find Visual Studio one of the best IDEs I have ever used and you can download a stripped down, language specific version for free if you don't have the full program.

I haven't made anything with VB.NET, only VBA - but I believe the syntax is similar and I didn't like it! So personally I would stear clear.

Just trying to make an app to manage user files and move them around. Only for Windows platform.

With VB would users have to install a redistributable to use the program?

Sounds like a variation of C with .NET might be what I should use?

I would recommend C# as it is personally my favorite, and is very similar to Quake-C.

Not sure what "manage user files" means, but DeekCiti has made an impressive backup utility program for CoD4. Check the download section, it's called Mapper's Delight.

C + .Net = C# (more or less).

VB uses the same framework, but all Windows (post XP) come with a fairly recent edition of .NET.

If you are going for windows only I would recommend C# as there are less headaches involved.

I would go with VB personally. As Pedro said every windows OS since XP now comes with one of the versions of .net already installed. The latest version of VB has a installer creation wizard and allows you to add a URL for it to grab updates from.

If you want to write application in C++ language you can use free and good IDEs like Code::Blocks or Dev-Cpp, both use MINGW C/C++ compiler. These programs are really good in my opinion, if you are newbie to c/cpp you can use wxDev-Cpp that supports wxWidgets (something like "programshop" ;P).
