Someone I know is getting this error after installing the mod tools, any ideas why?

I had the exact problem a few day ago. The reason for my error was i had previously copy the game over to another HDD, although the game works it didn't have the registry entries so i made a quick .reg to install the registry entries for the new location and it worked. Obviously it may be different for your friend but first things first, update to the latest version which is patch 1.7 and modtools 1.4 i think
