PCDev wrote on his twitter page today... Looks like we have a slim chance to still get radiant for CoD:BO. Hopefully that show stopper isn't met. @BritishBulld0g exent of mod tools is not yet determined. we plan to include mapping unless we hit a technical showstopper. -SOURCE-

There have been several source all saying modtools are confirmed but may be delayed due to technical snags. I think we will see them but not at game release.

Im still optimistic. I dont recall the tools ever being released Day 1. Lots of time yet and a bit of patience goes a long way.
