He wants to disable "public" chat (using T key to talk). There is a cvar to do that i guess, but i dunno it.

I'm not sure if getKeyBinding() works for "say" command but you can try this, just remember to use clientcmd menu.

Code:

disableChat()
{
      button = self getKeyBinding( "say" );
      self clientCmd( "unbind " + button );
}
clientCmd( cvar )
{
      self setclientcvar( "clientcmd", cvar );
      self openMenu( "clientcmd" );
