Look at one other thing they've confirmed and see a similar type of reasoning:

They have confirmed that Black Ops wont be pay-to-play. So, no company policy is pushing them to monetize COD the way Bobby Kotick wants to, and make it pay-to-play. And because there isnt such a policy affecting their design decisions, they told us so right now.

If Treayrch were like IW in that they never said anything about their design decisions, I wouldn't be able to reason in this manner. But they're not, they are very good at denying things when they can, as soon as they can. And I'm telling you, if a company policy was affecting their design decisions for mod tools, they would have ruled them out by now. Hence, why you can reasonably conclude that it there is no company policy getting in the way of their release. Other reasons may affect that outcome, huristic ones for example, but certainly not a company policy.



Believe what you want, but I'm sure ATVI does not want mod tools, and Treyarch being a legal dependent of ATVI, has little to no say on what matters go through.

Geez, and you tell me Im speculating. But then again, I suppose you have insider knowledge right? Someone deep inside Activision has personally told you that they dont like giving us mod tools, right?

Or, is it that you live in an alternate reality where no mod tools for Call of Duty games have ever been released? Because in this reality, even a game as locked down as MW2 was going to get mod tools before the sacking of the 2 studio heads. Indeed, some of us in this reality were actually testing those tools and they would have been with us right now, had it not been for the studio heads getting sacked and the other 60 devs walking out in sympathy. Thats how much Activision hates giving out mod tools.

The tools never got off the servers.
