There are quite a few threads already about wanting an answer on mod tools.
If it encourages anyone, I would say this: there is no development policy which will prevent mod tools for Black Ops. And by that, I mean, there is nothing that Mr Bobby Kotick is wanting for monetizing all Activision games which will prevent mod tools being released. No policy which says, "we cant release mod tools because we dont want to give anything away again. We want them to pay for it all."
No policy that says, "we cant release mod tools because that would compete with DLC and we want to milk every last cent out of them".
Mod tools will come when Treyarch are good and ready to know if they can make them work outside of their development environment (i.e. their dev server farm). If they cant be released because they cant work stand-alone, it wont be because Mr Bobby Kotick's financial dreams had anythng to do with it. |

And you know this how? In all honesty you nor I have ever seen the contract that Treyarch has with ATVI. So how can you assume your position so quickly.
Its great news that demo recording is confirmed though.

You dont need time to know if a company policy prevents something, and you can confirm something wont happen because of it right away. You wouldnt keep people hanging on.
As Treyarch havent said there definitely wont be any mod tools, by simple deductive reasoning you can conclude that no company policy is getting in the way of their release.
I can sum your theory up in one word, speculation. |

How is it speculation? I know for sure that Treyarch havent ruled out mod tools completely. That isn't speculation. Its fact. If there was a company policy that they knew about on day 1 of development, they would have told us so. It would have affected their design decisions at the very outset and they would have told us so: "we cannot release DLC and mod tools, so you will be getting DLC in lue of mod tools."
Look at one other thing they've confirmed and see a similar type of reasoning:
They have confirmed that Black Ops wont be pay-to-play. So, no company policy is pushing them to monetize COD the way Bobby Kotick wants to, and make it pay-to-play. And because there isnt such a policy affecting their design decisions, they told us so right now.
If Treayrch were like IW in that they never said anything about their design decisions, I wouldn't be able to reason in this manner. But they're not, they are very good at denying things when they can, as soon as they can. And I'm telling you, if a company policy was affecting their design decisions for mod tools, they would have ruled them out by now. Hence, why you can reasonably conclude that it there is no company policy getting in the way of their release. Other reasons may affect that outcome, huristic ones for example, but certainly not a company policy.
