Ok... firstly this is a level editing problem not a general gaming problem but no worries... Right... ive had the same problem as you and it sounds as if your doing everything right and the way i fixed it is by unselecting the terrain mesh and reselecting it...

***edit***

also check your amplitude, outer radius, and inner radius...[sniper]

You alt+click in the 3d window over the terrain where you want its height to be raised/lowered... you dont need to scroll...[sniper]

you are using meshes right? path and/or terrain meshes?

highlight the mesh, hit "Y" then select paint hight, hover the mouse over the 3d view, an over the selected meshes, circles should appear and some vertices, so hold Alt+RMB(or LMB)

RMB= Right mouse button= lowers terrain

LMB= Left mouse button= Highers terain

make sure piant hight is ticked
you can drag the mouse over differnt areas of the meshes and play around with the settings in the Advanced patch editint options... when your done with your terrain.. hit "Y" again, easy peasy

Im a noob too & i found terrain editing pretty difficult but i got the hang of it in a few days... the amplitude alters the speed at which the terrain is edited so it is really up to you and the outer radius and inner radius judge the size of the area to be edited... if all else fails make a new terrain mesh...[sniper]
