is this used for creating fog effects? if not what is its use.

As far as I know it is not, it is most likely just a placeholder for were the developer wants the fog to be created. Fog is created though fx, or vol or exp fog. For example fx fog is like little sections of fog covering a smaller area. vol or exp fog covers a very large area outside of a players field of view. A good example would be zombie mods for CoD4 the black area is fog which in return doesn't let the player see farther than that area. I can link you to some great tutorials if your wondering how to add some.
