As far as my video card capabilities/drivers running XP via virtualization, in your opinion, if I can run the game I should be able to run the mod tools, right?

No, a friend of mine could run the game great. He brought over his machine to my place and we installed the tools on his machine and I was going to show him how to use the tools, but when he opened them, all the textures were either missing or checkered. We found out that his card does not support the Shader 3.0.

Maybe someone can explain this because it doesn't really make sense to me either. How can you run the game, but not look at the raw files for the game? (Running the tools)

I found this info on another site:
Quote:
Please note that CoD4 Mod Tools requires your video drivers and DirectX to be up to date. For certain applications to work correctly a DX9 video card is required, even though the game itself will run on a DX8 video card. Please contact your hardware manufacturer to find the latest drivers for your system.

The CoD4 Mod Tools do not work in Windows Vista, although some users have reported some success running them in Windows XP Compatibility Mode.

CoD4 Mod Tools require that your Call of Duty 4: Modern Warfare installation has been updated to the latest version

The CoD4 Mod Tools require a DirectX 9 Shader Model 3.0 compliant card and the .NET Framework Version 2.0 or higher.

You need to check your Video Card Specs, and make 100% sure that card supports Shader 3.0. At least then you can rule out that this is not your problem. It could be a copy file problem or install issue just like DemonSeed said.

According to the minimum requirements for CoD4, an ATI 9800 will run the game (and the 9800 is Pixel Shader 2.0).
Maybe that's what Deek's friend had and why he was able to run the game, and not the Tools.

Fixed!

Uninstall and clean install, reapply the patches AND the modtools, AND the tools patch. Whew!

Thanks for the tips.
