Depends on whether your compiling a map or a mod. If it is a map, you open the CoD4 Compile Tools and click Build Fast Files (Compiling properly is obviously more complex than that), but if it is a mod, then you'll need to use a batch file within your mod's development folder.

hello i started to make a cod4 map but i have a problem i did all the steps from 1-5 and when im gonna look for the .ff file i can't find it its nowhere can someone help me and how to create the fx.gsc?? and vision??

Windows Vista or 7? Run the compiler tools as administrator! You don't necessarily need to have a fx.gsc nor vision file. But if you want to, have a look at the stock files how they do it.
