It acutally looks like there is light from the outside in the building, so your flare is working. But either your worldspawn values are not entered correctly or you have your ambient and/or diffusefraction values really low (try increasing them to .5 or .4 each).

The worldspawn is described above but i'll repeat it:
-press esc to deselect everything
-shift+left click to select one of the skybox brushes (just for consitency)
-press "n" to bring up the entity editor
-worldspawn should already be selected, if it isn't just scroll down the list and select it (just one click needed)
-enter the appropriate key and value for each setting (lists of official worldspawn settings are available here:

-make sure to press enter after each value so it does enter the parameter you have typed in
-double check the list in the middle text box to ensure that it is present and has been added correctly
-after they are all in save and recompile

As long as the values for you sunlight is high enough (just chose the settings for a level that is daytime) then you should not have black models and dim light in you building.
