the command line has nothing do to with the ingame console. the command line is basically what you execute to launch the game with parameters, may it be a shell (cmd), Start > Run, a Batch script or a shortcut.

Open COD2 MP. When on the 'main menu', drop down console and type:

/+set developer 1 +set developer_script 1 +devmap mp_burgundy

Press enter, and the game will start up Burgundy, in devmap mode.

Its the developer 1 and developer_script 1 that are important when running devmap.

Easy.
