I think you need to clarify your question a bit since modding is a broad term.

I can't really answer regarding the CoD series specifically.

However with Quake 4, much of the modding can be done without learning C style programming, although a background in it does really help. You can learn a ton by looking at existing mods and comparing the provided files with what was released with the SDK and see how the made the changes to the game. I go over a bunch of these mods and how briefly how you can learn to make them in my Quake Mods for Dummies book.

Half-Life 2 on the other hand has an awesome SDK wiki site. You will need to learn C style programming, but there is a ton of help to reach your objective on the wiki and a few good forums. Sadly, I didn't have enough pages left to include my chapters on modding that game in Half-Life Mods for Dummies. :/

I mention these two games since I have the most experience in them. I'm really not trying to just promote my books... it's just a resource I have created upon my experiences so it's easy to use those as examples. You may find that similar resources or methods of discovering how to mod within the CoD forums, SDK and already released mods.

I would consider starting my looking at mods that are already created and garner ideas from that released code. With CoD 4, you might be able to do that. Compare the original files with the new files and figure out what they did.

I hope this helps.
