This is my version of a working waterfall.

It has been constructed to suit my map, so if you want it to be different, you will have to load the effects into the COD2 Effects editor and play around until it suits you.

The waterfall sound that goes with this effect is ripped from COD and renamed to yourmapname_waterfall.wav
