You could use The Gimp: http://www.gimp.org/windows/

Also, you could follow this tutorial and it's 2 downloads for real-world heightmaps: http://www.spafi.org/index.php?option=com_content&task=view&id=487&Itemid=25

It's Still Used?!
Whoa! I didn't realize people were still using TOXEC!

I never did get around to cleaning the code up and fixing those weird bugs.

I have a sister tool in development that's been collecting dust called AXE which works with .dae models. I haven't released it yet though because I haven't figured out how to get the animations to export properly.

Glad to see TOXEC is still useful ;)

I forgot to mention: When you import your 2nd and subsequent .obj files into 'cod/model export/filename', you need to delete the previous .obj, material file, & xmodel_export files; Leaving just the texture image & the .obj to Xmodel_export utility. If anyone needs any clarification on anything, just send me a pm.

This is a bit beyond my skill level, but I can definitely see a whole host of uses for this. And I dig the Bob Ross narrative style. ;)

Thanks for taking the time.

Toxec utility
I recently submitted the needed Toxec utility in the downloads section. Its needed to convert the model .obj file to the Xmodel_export format for importing into Cod4/WW.
